Routes

Three legal routes under the Royal Ordinance on Managing the Work of Foreigners, 2017. The section number is the part of that law each one runs under.

  • MOU · s.59 Recruited from home Government-to-government recruitment. The employer files for a quota on form นจ.1 at the provincial employment office; the worker's country selects the worker; the worker enters on a Non-Immigrant L-A visa, trains at an intake centre, has a medical check and collects the permit. Visa and permit run 2 years, renewable once for 2 more. Agency fees are the employer's to pay, not the worker's (Department of Employment).
  • Cabinet · s.63/2 Already in Thailand Workers registered under Cabinet resolutions hold a pink card, the non-Thai identity card, and a work permit. Lao, Myanmar and Vietnamese workers; Cambodian workers are outside the 2025–26 resolutions (reported by Khaosod English, 11 November 2025). Renewals are filed on e-WorkPermit.
  • Border · s.64 Border pass Cambodian, Lao and Myanmar nationals with a border pass, for labour or domestic work in border provinces. For Myanmar nationals the northern provinces are Chiang Rai and Tak; Chiang Mai and Mae Hong Son are not on the list. Permit up to 3 months (info.go.th).

Questions

Who opens the file, the employer or the worker?

Either. The quota, the contract and the social security registration are the employer's filings, so we work with both sides of the same file.

Which nationalities?

Workers from Myanmar, Laos, Cambodia and Vietnam.

What is the difference between the pink card and the work permit?

The pink card is the non-Thai identity card issued by the Department of Provincial Administration. It proves who the worker is. The work permit proves the right to work. The Department of Employment states that neither replaces the other.

What happens when an MOU work permit has lapsed?

The Department of Employment states that an MOU permit more than 60 days past its end date needs a new application. Send us the dates, and the written price says what the file needs.

Do you work outside Chiang Mai?

Yes. Chiang Mai, Chiang Rai, Lamphun and the rest of the north.

What does it cost?

Each file is quoted in writing, for the number of workers, the route and the dates.
